Report of the Education Foundation
Meetings
The 4th Annual General Meeting of the FIG
Education Foundation was held during the FIG Working Week in Sun City, South
Africa, 1 June. The meeting was attended by Robert W. Foster (USA), President of
the Foundation and Directors Hans Josef Platen (Germany) and Stig Enemark
(Denmark) and John K. Curdie (Australia), Secretary of the Foundation. The third
Director John Medbury (Australia) sent his apologies. The meeting was further
attended by Holger Magel (Germany) who was elected as President of the
Foundation for a two-year term of office after Robert Foster who finished his
term of office after becoming the President of FIG.
The 5th Annual General Meeting of the FIG
Education Foundation will be held in Prague 23 May 2000 5.30pm-7.00pm. The
meeting is open for the Association members of the Foundation and the Council
members. The results from this meeting are reported at the second session of the
General Assembly, to be tabled.
Finance
61 people registering for the Working Week 1999 in Sun City,
South Africa each contributed R200 (200 South African Rand) to the Foundation
through check-off on their registrations for a total of R12,200 (approximately
US$2,200).
The General Assembly agreed to include similar voluntary
contribution system to all future FIG working week and congress registration
forms. In Prague the optional contribution is either US$25 or US$50 according to
the decision of the General Assembly. The FIG Education Foundation proposed to
the General Assembly that the optional contribution recommended in the
registration form should be US$50. The result from registration to the FIG
Working Week 2000 will be informed at the General Assembly in Prague.
The accounts and total current assets held by the Foundation
as of 28 February, 2000, will be included in the additional report to be tabled
in Prague.

Policy
The directors have established a policy to begin making
distributions from Foundations funds when the principle balance reaches the
$100,000 level (currently about $30,000), after which annual earnings on the
principle will be distributed according to the stated purposes of the Foundation
which are:
- To provide education in surveying,
- To promote the development of national associations of surveyors,
- To promote high standards of education in surveying,
- To assist in the development and use of appropriate technology,
- To encourage research in all disciplines of surveying,
- To promote the exchange of surveying personnel,
- To promote the role of and educate surveyors in the management of natural
and man-made environments, and
- To support FIG in providing an international forum for the exchange of
information about surveying and for formulating policies in respect of the
use, development and management of land and marine resources.
Membership
The FIG Education Foundation has seven members: The
Institution of Surveyors, Australia, Institute of Surveyors of New Zealand,
Austrian Society for Surveying and Geoinformation, The Finnish Association of
Land and Geodetic Surveyors, Deutscher Verein für Vermessungswesen e.V. DVW
(Germany), The Royal Institution of Chartered Surveyors, RICS (United Kingdom)
and the American Congress on Surveying and Mapping, ACSM (USA).
The annual meeting 1999 suggested that the annual membership
fee of AU$ 100 for the member Association of the Foundation should be US$500 per
annum. The General Assembly agreed to amount of US$250 for annual membership
fee.
Recognition
The meeting discussed the ways of recognition of the persons
and organisation that have given substantial gifts to the foundation. It was
agreed that there should be 3 thresholds for such recognition. The meeting
agreed and resolved that for gifts of:
- US$ 500 to US$ 1,000 would be eligible for a Bronze Award
- US$ 1,000 to US$ 5,000 would be a eligible for a Silver Award
- US$ 5,000 and above would be eligible for a Gold Award.
